This chart uses the formulas in Wikipedia’s “Shoe size” article: US women’s size = 3 × foot length (in) − 21 (that is, US men’s size + 1), UK = US women’s − 2, EU ≈ 1.5 × foot length (cm) + 2, and JP = foot length in cm, rounded to the nearest half size. Some US brands use a “common” scale on which women’s = men’s + 1.5; on that scale the women’s number is half a size higher than shown here.

Only 1 inch = 2.54 cm is an exact constant. Brands and lasts differ by about half a size, so measure your foot and check the brand’s own chart.
